The concept of a model village was introduced in India back in 2009-10. But, things never came to fruition. 

The objective of this project is to change the life of Indian villages for the better. By providing them better connectivity to cities and their urban markets. Easier access to government schemes. Build a proper waste management system to reduce the overall carbon footprint of the villages. Give them digital and mobile access so that they can be educated remotely. Establishing localized branches of mainstream banks. 

All of this will bring versatile business and job opportunities in villages which will curb mass migration. That is right now killing our villages and stressing the cities.
